Once every other session the wielder of the Celestial Beacon may activate this artifact at the start of a war session, selecting a specific hex on the world map, gaining the following effects: - All hostile units that enter or attempt to enter this hex or adjacent hexes on the world map suffer Attrition. - Friendly units within this hex or adjacent hexes gain +2 Defense, exceeding the +4 cap, but not the +8 cap. - Friendly ruler units within this hex or adjacent hexes gain moderately increased chances of success on all maneuvers, and duel rolls.
